New Vid Card, New Lag
I don't know if this is a problem with the video card itself, or somehow GW suddenly went dead on me, but ever since I installed my video card the graphics themselves have been A+ but I've experienced a consistent 2000 ping with spikes in the 36k range. It's nearly impossible to play my now beautiful game. Is this a problem with the card or simply my internet deciding to bugger off?
Card is NVIDA 8600 GT

Considering that a graphics card plays no part whatsoever in your latency (ping) I'd hazard a guess that it's your internet conection that's playing up!

I am not so sure about that, when I "upgraded" to the 16X.X series of video drivers my lag went up by 50% over what it was with the 97.X series driver. From an average of 93 to around 150. The only difference was the driver, and yes, it was an uninstall/clean/fresh install. I ended up installing a game/VOIP accelerator to take care of the lag, now I am back down below 100 most of the time.
I wish I could go back to the old driver, it worked so much better. My frame rates went from an average of around 76 down to around 35 and the game itself has a lot more lag bursts.
I will agree however that pings of 2000 or more it is more likely to be his internet provider.

Not to hi-jack but,
But why does high ping rate only effect GW and none of the other on-line games I play then. I have a hard time believing that my computer or ISP is to blame for only 1 games problem.

I do think that it's somehow my internet, however all my other games run very smoothly so I don't exactly know. This is pretty consistent lag every time I log on and it's frustrating. I have tried Contig'ing my GW files, etc.
