Your computer is fast enough for Americas Army; it's about as demanding as Half Life 2, so if you can play that you can play AA:O. A ping of about 80-100 is normal for a decent connection to a server in the same country; people with 20 ping are playing at the computer which is running the server, or at least behind the same router.
If the server is abroad or has iffy connection you can get very high pings.
I played AA:O a lot some years ago, and if you're new to the game there's one thing you should know: it's completely overrun by cheaters. On every public server there are at least a few players who use aimbots, maphacks, wallhacks, fullbright skins, radar... you name it. The anti-cheat technology of AA:O has been utterly defeated by the cheaters. And not only on the private servers, it's actually worse on the official servers due to cheaters going there to farm fame.
That's why I stopped playing. The only way to play AA:O with some enjoyment is by playing with people you know on a closed server. Then it's the best multi-player FPS around.
