Oh yeh, and wait for the HD4870 cards to come out from ATi if you are going with an ATi build. You could also pick up an nVidia GTX 260 (because I am assuming your budget doesn't fit 2 GTX 280s into it)

Increase the RAM speed to DDR2 1066. Go with the P45 Intel board. Drop the HDD size to 500GB unless you really need the 750GB (most users don't)
The graphics card is a bit weak compared to the rest of the system. It is by no means bad, but it isn't great either. Go with an nVidia 9800GTX or GTX 260 if you can find one (and they fit your budget) If those are a bit too much, go with the nVidia 8800GT or 8800GTS (512MB version)
Otherwise, looks solid. You might look at an aftermarket cooling solution for the processor as well. Good companies include Zalman and Thermaltake. Use Arctic Silver 5 or Ceramique for the thermal compound as well.

If the RAM amount is 320 or 640MB on the 8800GTS, it is inferior to the 512 version. The 8800GTS 320/640 are on the G80 fab, whereas the 8800GT and 8800GTS 512MB are on the G92 (superior) fab. You want the superior fab.
4GB 800 > 2GB 1066. If your budget can't do the 1066 RAM, that is ok, least of your worries. The nVidia graphics card is more important. [that made me sound like I am selling my company hardcore, I am so horrible]

Xpertvision-Geforce-9600gt review came out after I had bought Asus 9600 GT but I wasn’t disappointed with mid range performance, my dual core E2160 at 1.8GH over clocked to 3GH with 2Gb of RAM had no problem running majority of current games like COD4 etc. I can’t really play games over 1280 res since my 17” monitor’s limit but as the review points out it manages some games at 1,680 x 1,050 +.
Nvidia hadn't updated 8 series cards driver for several months, which may show they want move on with 9 series and pay attention to their upcoming 280 series. This was also one of the reasons why I went for 9 series other than that 8 series cards are still formidable performer shame they're not committing to previous gen as much.

Intel, as AMD is being completely crushed atm (their chipsets are great, and their graphics cards are very nice for the price, but their processors are... well they just suck compared to their price.
Oh, and another thing. You don't need a quad core processor. Go with a 45nm dual core Intel chip. You won't miss the 2 cores, because you will never use them. The money saved can be put into tweaking something else perhaps?

Runs cooler, can achieve higher clockspeeds, uses less power, generally cheaper (because less expensive to manufacture), and better performance thanks to refined technology.
Anytime you have the choice between a large fab (65nm) and a small fab (45nm), go with the smaller fab hands down. ALWAYS.
