Did you reboot your router?
Run Guild Wars with the -diag switch and see how far the packets are getting. This is either your end (router, firewall etc.), ANet's end (server maintenance, server caught fire, rubber band snapped on server) or your ISP (a frequent cause - check their service status page, if they have one.)

Unplug it from the mains, leave it a few seconds, then reconnect it.
Others have recommended turning off your PC first - my router is within reach so I just power it off and on whenever I have a network problem. Solves it in the majority of cases.
