Alt Codes Not Working
Not sure where I'm supposed to post this but.... Is there a reason why I can't type the special alt characters in GW? I can do it here though (¿, æ, §) Is it disabled or something so people can't spam it in trade chat?

Yes, they are disabled. The only way you can do it is if your region allows said characters. Otherwise, it isn't permitted (oh, it might work in International districts come to think of it)

Yet if you alt-tab/minimize out of the game and type it, then copy it, you can paste it into the game.

Hmm, I'm guessing that if you do it that way, it won't let you use those characters in a, um, character name?

Not always true. Usually it will red them out. I think you have to be in the international districts. If you are in American districts, only English characters are allowed. They allow german, french, spanish in the Euro. Japanese, korean, and chinese in the asia areas. I do believe International allows for all.

With a bit of testing.
You can copy and paste alt codes, but you can't type it (International too)
You can copy and paste foreign letters like Japanese (google translator ftw) into American Districts, but it will say it's not allowed in the current district. But it works in (it tells you when you get the error, I just noticed =_=)
