Maybe your firewall is blocking the site.
Sometimes when you install something you get those pop up blockers and toolbars (yahoo, google) that can cause problems.

Something that might help, clear your temp internet files and history, then try again after restarting your browser, shouldn't take you more than a few seconds.

I am from Vancouver BC Canada on Shaw High Speed Extreme-I internet and I am getting huge lag spikes also. I have played Guildwars off and on since 05 and have never had any lag that I can remember , its only been the last 2 weeks.

After messing around with Vidalia, and Tor on Ubuntu, I was finally able to load both the wiki and official site normally. I normally use both programs to help somewhat in protecting myself online, but had forgot to add a setting to the privoxy config, which bypassed tor. For the programs to use, goto: http://www.privoxy.org/ http://www.torproject.org/ and http://www.vidalia-project.net/ (Vidalia isn't necessary but makes a nice frontend for Tor. In the Privoxy configuration file, be sure to add: " forward-socks4a / localhost:9050 . " without the quotes, and be sure to include the period at the end.
Obviously since changing the identify of the user works, this is a problem with either NCSoft's servers or somewhere between NCSoft and ISP's of the users having problems. Both sites load, but are slow, so be patent. Also read through the documents on configuring privoxy correctly. Tor should work normally after install without any configuration. If you install Vidalia, you want Vidalia to start tor, not tor to start on boot. Be sure to also add 127.0.0.1 port 8118 to the proxy for http and https on your browser.
