I pretty much broke my comp....
Well today I was downloading some stuff and I the "open file with" option that pops up when you try to execute an unknown file, now ALL my .exe is trying to be ran by the SAME program (uTorrent) now i have no idea how to revert this.

uninstall utorrent and if you must use torrents try BitComet.

You kinda missed the point, I installed Utorrent and now i can't open .exe files, it says "open with" when i click on any and I cannot system restore.

quick google answer:
1. Open regedit (type "regedit" in Run)
2. Navigate to and select the key:
HKEY_CLASSES_ROOT\exefile\shell\open\command
3. In the right pane, double-click the (Default) value.
4. Delete the current value data, and then type:
"%1" %*
Tip: Type the characters: quote-percent-one-quote-space-percent-asterisk.
5. Close Regedit utility.
Haven't tried it myself though (I'm on OSX atm).

Sounds like a virus. Executive files are running if your in Windows. That's not the problem. You also said System Restore is not working. More like a virus.
Get the trial of ESET NOD32: www.eset.com
Then scan in safe mode. If any results is found, clean them with NOD32.
If the problem still persists, you might need to format and re-install Windows. Have a good day.

I do believe he can't do a restore because he can't use .exe files... O.o

If he couldn't run exe files... his computer would not boot. Windows core runs several exe files that are vital to the system.
Examples: rundll.exe, winlogin.exe, explorer.exe

about how you can't open system restore in these situations but windows can obviously boot
not also that link may be helpful to the op however give what Rotten posted a try and if you are still having issues take a look at that....it's meant for vista but you don't mention what os you have

Uh if he can't reformat using the disks that came with his computer or from the files on his computer if he is using something like a gateway with gateway system recovery program he could run windows from a disk and boot from a disk and reinstall whatever version of windows he wanted. that would give him a nice clean computer.

my point is that torrents are a good way to mess up your computer and Utorrent is even worse than some other options. Also, what Tarun said should work for you to resolve the problem.
