1) Install the latest ATI Drivers
2) Go into ATI Catalyst Control Panel (CCC for short from now on)
3) In CCC under the 3D Settings make sure that section is set to Quality and isn't set to Balanced or Performance.
4) Look through all the tabs in the 3D Section and make sure all of them are running in "Quality" and not "Balanced".
5) Disable Catalyst Smart AI or AI (might be called something differently in the AMD/ATI release).

Should make the problems go away, if it doesn't I'm going to blame it on the Underpants Gnomes.

If you look at another player in towns there armor will always have a lower quality unless you're using KSMod (I believe that's what it's called) as the Guild Wars engine automatically lowers the quality of other players armor to cut back on FPS loss / System Demand. This is what seems to have happened on the necromancer screenshot.

As for the dervish it does that with a lot of things, as an example if you have a Prophecies character and walk into long grass somewhere in Factions, Nightfall or perhaps even prophecies your hair will disappear and you'll turn into Stone Cold Steve Austin. As for the "Jittery" thing you're talking about it looks more like a white texture is stuck on the top of that dervishes helmet / head armor which is most likely related to a Driver Issue.

like he said if your looking at other people in town the graphics are always lower. if any are pictures of yourself though check all your catalyst settings there could be something overriding gw to lower it. in my opinion though you pay wayyyyy to much attention to detail if them little things bother you lol. i would never even notice them

EDIT: I got the 10.5 suite however it still does it, if anyone has any insight as to why would be appreciated however I'm about to wrap it up as Underpants Gnomes like Baddock said.

As far as the loss in detail as you zoom out is concerned, that may have something to do with the rez you play at. There are only so many pixels and as you zoom out (and make your character look smaller) the details have to be rendered with fewer and fewer pixels, (the pixels don't get smaller), making it more likely that you'll lose detail.
Btw, what rez do you play at?

GW uses a lower poly model when you zoom out. however, that model isn't always very good, and clipping issues are common. there's nothing you can really do to fix this, unfortunately.

Yeah it looks like that, cept i have my refresh rate set to 60hz and my interface size is set to Large considering that ever since I purchased this new monitor if its set to normal everything is too small to read.

And on a side note it doesn't look like there is much AA at all being set to the little portrait boxes in the character selection screen as well as the select a gender screen.

You're just picky, if you want a game with amazing graphical detail I'd recommend Crysis, Metro 2033 or to a lesser extent Fallout 3.

In all honesty this doesn't bug me that much I'm just curious as to what's making it do it.

Before I post this I'm fully aware that I seem to have overstayed my welcome on this topic, but anyone bored or wishing to continue to help would be appreciated.

Upon reinstalling the game I've found that the faceplate on the male war FoW helm doesn't seem to have any texture on it at all anymore.

Could this have anything to do with me DLing the game client from the Guild Wars site and running -image?

No, -image simply bulk downloads the files from the ArenaNet Servers, there is no difference between the CD and Download versions. Additionally it seems the above screenshot of the male FoW is again of another player while in a town (As I mentioned the Guild Wars Engine automatically scales the armor quality of other players while in non-explorable area's) however I could be mistaken as you didn't phrase it was your character.
