This is likely an issue with privilege rights installing to "Program Files". What I would suggest is installing the game elsewhere - I have a "Games" directory I created off my main directory where I install all games (ie Guild Wars is installed to C:/Games/Guild Wars/"
What you might also want to do is check to see if User Access Control (UAC) is on or off. Now some ppl might not agree, but I would suggest disabling this. This might/should resolve the issue that your having - you can always re-enable it afterwards if you want it on.
To disable UAC go to your Control Panel, go to User Accounts and then select the option "Change User Account Control Settings", drag the bar to the bottom, click ok... and then re-start the computer if it doesn't automatically restart.

I also tried this, and it didnt work either. Also did properties and run as windows vista / xp. Failed also.

I emailed support also, and they suggested this aswell. Gonna give it a try. Thanks for replying and i will notify in this thread if it worked or not.

Installing to C:\ wont work as on Windows 7 it is locked down. Just to clarify, you are defiantly on an Administrator account? Guild Wars is set to "Run as Administrator" and UAC is disabled but you're still getting the error?
You could try to take ownership of the Program Files folder, rather than me type it out and confuse you I googled this tutorial:

Grant your account Full Control over the folder and all sub-folders and then re-run the installer.
If all else fails you could try installing to your Desktop or Documents folder.

Just to avoid confusion, that should be C:\Games\Guild Wars\ - the slashes have to go the proper* way.
* proper for Windows and DOS
