Well, you can play on a used account. But it is a bad idea since the original owner can always reclaim it since he got the product key too. So you risk loosing it any time. Sticking to new and unused accounts is a safe bet.
For your attempt to buy, try again now some hours later. If it still doesn´t work then ask the NCsoft support. They can help better than GWGuru users.

You are not buying a copy of the game, the game is played online, your only buying access to the game (you'll get unlimited access). Buying a used account would mean someone is giving you your login details. This is however against the eula and therefor you risk having your account banned. Furthermore, the original owner can always regain control over his account.
So best is to buy it from the site like you are trying to do, if in trouble, file a ticket at support.

I recommend steam to people who are trying to buy games online. It's basically like an iTunes store for games, and if you know friend's account names, you can talk to them while playing anything. Steam also has some pretty good deals every now and then. For example, Portal 2 is $30 now (only a limited time, of course), and when I got the trilogy of GW, it was half price.

I would advise to buy from a reputible site only check newegg / steam / target / walmart . Used will be nothing but a headache and you will be more than likely scammed. Would you deposit your money in someones used banking account?

Steam is good, if you happen to have a problem with purchasing the game through them, they have decent support and would help you out. The thing I like about Steam is that disks and such are a thing of the past. Add a game to your Steam account, and you can download that game to any computer, provided you download the application on whatever computer you're using. Basically, as long as you don't lose your Steam log-in information, you'll always have your games, no matter what.

No, that's the new price of it. It went down a while ago, but as of today (Monday, August 29th 2011) Amazon has it for $27.99, Walmart has it for $29.96, BestBuy has it for $29.99, and Steam has it for $29.99.

Bottom line is, buying a used game will likely result in buying a used CD key which is what you need to create your account and play the game. Don't buy the game used. You don't even need the disks.
