I don't know if this has been asked in the past, but are there gonna only be 8 spell slots on the bottom forever or is that just a beta thing?

I don't think that will change come release. It's one of the core strategy components of the game.

There will only be 8 skills equipable at any one time. It's part of the way they balanced things.
