You made two misteks here - first like DEATH said, the price for the preorder will be substracted from the retail version, if you paid $10 for the pre-oder, ouy pay $39.95 for the game.
And this leads us to the second mistake - the preordes are actualy for free. ArenaNet didn't see one penny from all those pre-order deposits, it all stayed in the store.

not so because the preorder was sold as a separate item by itself with the option of a refund of the preorder price being subtracted from the retail if purchased from the same store that sold you the preorder

i bought my preorder and received a notice that the balance above my preorder box would be charged on shipment of the retail box

the store is a middleman and does not hold onto a penny

they purchase stock from the vendor and resell it they arent given it for free

the preorder is also an admission charge for the BWE which by itself is a entertainment bargain per hour cost
