how or where or under what conditions do you acquire "Elite Skills"?

Like other skills, you can obtain them from Skill Trainers or use Signet of Capture on a boss that has the one you are looking for. Best to check skill listing for individual information on where to find the skill(s) you are looking for.

I bought mine from a skill trainer in one of the towns or outposts further along the missions past Lyon's Arch. I don't remember getting any of my skills another way.

Is it true that you can only have one elite skill at a time?

You can buy as many elite skills as are avilable however you when you are selecting which of your bought skills to bring with you in a mission or explorable area you can only equip 1 at a time.
