When is the best time to join the academy? what is the advantage of (if any) not joining until completeing all the pre academy quests?

level 5-7

easy exp
free skills (no skill point needed-save them)
stronger for early missions in post sear
easy money
easy raw materials for salvage to take to post sear for better armor right away
etc

disadvantage: there is not much lvl 5+ gear in the pre-searing area. people who had joined the academy earlier tend to have better equipment at level 7 or 8 than folks who had just joined the academy at that level.
