i've heard alot of things about this PvE and stuff but whats PvE? Is PvP better than PvE and are there more Player versus whatever stuff????

PvE - Player vs Environment. You can play in a party, but you are playing something iwth "ai"
PvP - Player vs Player. You are fighting other players around the globe.

O but is PvE in a different district and in PvP can you do like quests with eachother and not the A.I. and make a party together?

And also, in PvP,can u just go around and meet soemone in a open field and start attaking them or is there like and arena that you ahve to battle in?

You should try researching the game first before asking such simple questions, there is a lot of content to here at Guild Wars Guru.

But I'll still answer the question. There is no PK'ing in Guild Wars, PvP content is completely optional. To participate in PvP you can enter designated areas where parties form.

For information on districts use this.
