How do I get to the Tomb of Primeval Kings with a PvE character? I've already Ascended and everything at level 20

Im confused, someone please help!!!

I am also curious as to if a PvE character can participate and reach this area after they have hit 20... can't seem to find the answer anywhere ><;

After in ascension, in dragon's lair, instead of starting mission, juste exit the arena and you'll exit to the tomb.
