I know that the best damage you can find on a bow in general is in the 15-28 range, but does this apply to shortbows and half moon bows? Or is their damage generally lower? What's the best base damage you can expect to find on one of these?

I'm pretty sure that the best damage on all bows is 15-28.

Quintus is correct. It matters not what type of bow it is, the max base damage for any bow is 15-28. There is nothing broken about this - the different bow types serve different purposes.
