I once read on a post that runic hammers were could be salvaged wiht an expert kit for Runes. Is this true?

This sounds like a joke that got carried too far. It's based on the name of the item being "Runic". It doesn't have anything to do with "runes". Treat it as any other item, much like the previous poster stated.
