Is Fort Koga clocked off? - Guild Wars Forums

i'm in Henge of Denravi and i'm trying to get into Fort Koga but the way that is supposed to lead to is it blocked off?! how come? is there some other way i dont know about? i did a search and i couldnt find anything on it.
