Can a signet of capture be bought from another player? or are they customized, usable only by the person who bought them? Could a person buy a capture signet and trade it to another person and that person be able to use it properly?

The signet of capture is a skill, not an item. Because of this, it can not be traded or sold.

nope only from skill trainer...the capture signets appear in ur skills area which u are unable to trade from...it works like all other skills cant trade sell or buy them from other players at this point...GW had an option similar during beta but removed it last beta weekend event and i havent seen it since.
