how do you get out of the pre-seeing are and into the academy??

if you do your secondary profession quest/ignore it, and get to atleast level 3 and talk to Warmaster Tydus I think that'll do it.

He's called Sir Tydus back in pre-searing.
Yes, you have to talk to him, but you can't do that until you've talked to someone else upon the hill overlooking Ashford town and Ashford Abbey.

I have done my 2nd prof. quest but I have NOT talked to that person you mentioned. Does that mean I'm still in hte pre-seeing area?

Believe me, you'll know when the searing happens!
Talk to Tydus, he's just up the hill from the South Gate in Ascalon.
If he doesn't talk about joining the war then you'll have to talk to the guy on the hill above Ashford and then try again.

when you get out of it can you still do noob quest??

you can't ever go back once you go into the academy. the NPC states it in RED LETTERS even, so no, finish up your loose ends before going to the academy.
