What does it mean when item is highly salvageable? or precious?

Highly salvageable means that you can get some other item from it when you use a salvage kit. Precious...as the term suggests...you will get more money for it.

To further elaborate on Lady's description:

Highly Salvagable means that the item will usually yield a much larger return of crafting materials than normal. It also means that it has a higher likelihood of giving you a rare crafting material instead of it's normal crafting material. MAKE SURE you use an Expert Salvage Kit on any item marked Highly Salvagable.

And as Lady said, Precious has no other meaning except now the item has more value when you send it to a NPC.
