I know where one of the 2 15 point quests is. You have to go to Destiny's Gorge and get a quest from an NPC.. Don't remember the NPC name.. sorry.. THis will take to you another person, who in turn will send you off on a quest to find a 3rd person..That 3rd person will give you your 15 attribute points.

I am personally still looking for the other 15 point quest.. I think its some place past Droknar's Forge.

The second attribute point quest is located in Droknar's Forge. Vanyi will give you two quests. One of them can be done at any time, and is a quest to visit all three outposts. The second quest can only be done after you've complete at least one profession change quest, and will lead to the second 15 points.

So you can only get all 30 if you change your secondary profession?

No, you have to run one of the secondary profession changing quests, but running the quest doesn't automatically change it. It mearly gives you the OPTION to change it.
