When does the Sigil Trader start getting Sigils in stock? Is it when I get one my self that I can buy one? Furthermore, how much do they cost?

She never has them in stock. That's the reason that PvPer's are demanding (and receiving) 100k per Sigil.

The sigil trader only has them in stock if someone sells one to him first, and no one is selling to the NPC.

Celestial Sigils get a guild the guild hall, you can win them in the hall of heroes
