Does it affect anything except those skills the use strenght?

i think for each point you get a percentage of armor penetration

You get appx 2% armor penetration per point, so with 10 points appx 20 penetration. Not too shabby!

The passive armor penetration you gain is only when you use skills.

You just have to mouse over the strengh in hero window, it will tell you all you its 1%.

Guild Hall has a lot of old information, so that might be why your source is wrong. Always go with the official game site when quoting things like that!

Don't trust Guild Hall... trust Guild Wars Guru! Innocent plug for respect of the forums. As I stated in another thread, Strength is where the Warrior gets his power from. Without it, you wont deal as much damage as you could.
