I know I can buy Winter in Lion's Arch, but I'd like to get it as a quest reqard instead. Does anyone know if it is available as a quest reward and what quest it is?

Travel NE in Travlers Vale to Artemis the Ranger

her quest, Stone Summit Beastmasters, will reward Winter

I tried to find him just now but to no avail. There is nowhere to go NE in Travelers Vale if you start at Yak's Bend.

Yeah, just head towards Iron Horse Mine (North West of Yaks), and you'll run into Artemis.
