If you buy the elite armors (15k) in the PvE world, then are they availiable for PvP characters?

Well thats a downer. I thought I saw some guys running around in fancy armor. I guess I was mistaken.

They could be PvE characters that are now doing PvP. PvP is open to both character types, PvE is just open to PvE characters
