Lets say i have lvl 12 fire magic, and i have an item that gives +1 fire magic, does that make it lvl 13, or keep it at lvl 12?

It's becomes 13.

It reads something like "this skill is 12 but is modified or changed to 13"
Unsure exactly what it says, but it 13 for all purposes.
