Problem with "Mind" spells - Guild Wars Forums

Why do the Mind spells(Mind Shock, Mind Freeze, and Mind Burn) fail when you target something with more energy than you? According to the description, shouldn't it at least do the damage it deals before it gets to the energy condition?
