Ralena Stormbringer is actually in the town of Foibles Fair. You can reach it by going south and west toward the snowy area from the town of Ashford. If you start going up the mountains in the snow, and you walk by the academy monk and a collector standing there on your left, turn around, the town is directly behind you.
