Where can I get Meteor Shower Aside from Trainers? - Guild Wars Forums

I was wondering if there was a quest to get meteor shower and/or meteor because I do not want to waste skill points when I do not have to (because I know I will have to be buying capture signets, about 28, and other regular skills).

I know that I could go get it at the ascalon settlement, but I would prefer if there was a quest, because I can wait.
