where is this guy? i have wandered around ascalon, but cannot seem to locate this fellow. perhaps i am blind..

go down steps toward armor and weapon npcs and hang a left. you will see captain arne. turn to your right and you will seee bertran between 2 tents. or just hold your alt key down and run around. you will see all the npc names in green.

hmm.... i checked around, maybe i am too low lvl to find him? which direction (n,s,e,w) does he lie? i only found one weapons dealer, but no bertran. am i just blind?

Have you done the Academy? If not, then you're still in "pre-searing" Ascalon. You'll find Bertran once you've passed the Academy.
