i am currently in hero's something or another(town clost to dunes mission) and I am wondering do you have to talk to someone to do ascension quest?

You must ascend first.

You have to complete Dunes of Despair, Thristy River, and Elona Reach. Once you have all three done in any order, go to Augury Rock... or Desinty's Gorge.. Forgot which one.
