dont know about doing it with henchies, but the easiest way to complete this mission is to doi the bonus...keep going after the mantle and when you see a runner focus on them...then keep going further into the mantle area until you kill the boss...then there are no mantle and you can move the stones at your liesure...

As an update: I finally got around to doing this quest again, and got it with no problems. I attuned the left-hand shrine first, then the right. By that time, they had re-claimed the left one, so I claimed the center one, then the left again. And then I just sat and waited. I took Vampiric Gaze, Barbed Signet, Rotting Flesh, Putrid Explosion and Vampiric Touch as my offensive spells. Only one runner ever made it past me (he did, in fact, place the crystal with his dying breath...), but because I still had the center shrine, i just fell back a bit, regrouped, and slowly wore down the Mantle. Turns out, there's way fewer of them than I thought, so it didn't take long at all. And, once they were all dead, the Demagogue lasted maybe 3 or 4 seconds.

So, to answer my own question, yeah, it can be done, even without some sort of hobbling ability. And quite easily at that.
