Does anyone know if its possible to still buy the Access Keys that give you the special items, theres one item I really want and I dont want to risk getting a key off Ebay if thats even allowed.

The special pre-order key's are no longer available. No longer legally available that is. If you buy or get one from someone else you then run the risk of having your account banned.
