Superior Absorption Rune broken? - Guild Wars Forums

I thought Absorption Runes are supposed to have an universal effect,
i.e: the 'reduced damage effect' is applicable to all 5 hit locations:
head, chest, pants, legs, hands

How come now it is only limited to that particular hit location?

Has it been changed?
Or is it bugged?

Because from my recent experience, it seems to have been changed to effect only that particular armor piece with the rune attached to it.

Is this an intentional update?
Is so, then the Superior Warrior Absorption Rune is not worth its insane price as of now.
