did you know you have to buy Signet of Capture from a skill trainer, kill a boss, then use the Signet to capture a skill from the boss?

if you already knew this, then just go find ranger and ele bosses. Ranger bosses have light green auras. Ele bosses have red auras.

There is no one answer to this other than you get elite spells from Boss's throughout the game.
There is a place on this site that will tell you Boss locations. Boss's are not always in the same exact location, so you may have to run through the area more than once to get a specific skill. Also you must have a capture signet to acquire these skills, your first chance to get one of those is in Lions Arch.
