once u have completed all the missions in the game... u can talk to that Glint Statue and be able to take the Titan Quests

Well sorry, shoot me for not noticing that the thread was old. I did a search on glint bonus and this was one of highest ranking threads the search came up with.

It helps to read the timestamps. If it's older than a month or two, expect it to have outdated info.
