How much faster is quicker recovery from blind compared to regular blind?

According to the guide and what I have seen online, all "quick recoveries" reduce the effect by 33%.

According to the manual and same online information, that is correct EagleEye.

33% in change whether it is "increases X's duration on foe" or "decreases X duration"
