OK, I'm confused. I took my Level 20 Ele to the area where Galraths fortress is (just me and henchies) and the bandits arent there anymore (I did the quest ages ago). Do they only spawn if you have the quest in your log? The only ones there were all of those Eyes of Verrata, etc.. but up on the ridge where the bandits usually are, there were only Verrata guys...

Precisely, so the only way to collect Belts is to team up with someone who already has the quest. Spend some time helping a noob - they might even give you their Belt drops...
