Everywhere actually..
I saw one drop in Ascalon Foothills from a hydra. Not max damage though. |

Gold max dmg crystallines most often drop from HoH chests. Crystallines can actually drop anywhere, but such odds rival winning a state lottery...

At least two places:
1) Pre-searing prized moa bird quest 2) Defend Piken square quest (or one of the other quests at Piken Square). |
