can u upgrade gold or green items? and can u upgrade over things if that part has been upgraded already? (like can u put a fire hilt into a sword with a +1 10% hilt already in it)

Gold: yes. Green: no.

If you attempt to put an upgrade on when there's already an upgrade in its place (like a Vampiric Sword Hilt on top of a Shocking Sword Hilt), the new upgrade will overwrite the old.
