are there such items that give you any type of energy regen? (mainly primary weapons).

No, only armor can give you +energy regen, items-wise.

Zealous weapons come with a negative energy regen. But I guess that's not what you're looking for.

There are "no energy +" devices for weaponry of any sort. Like Savio said; they only come from armor. But you might look into a zealous mod, it gives -1 energy regen, but whenever you hit you can gain 1 energy, which is pretty nice for 'spur of the moment' type of mana..

Carrying the Scepter of Orr gives you a + energy regen (although its counted as a signet and not a weapon)

I knew that, but I meant for more then just one mission

Literally, there is a +1 energy regen staff <Sceptre of Orr> for the Sanctum Cay Mission..but I mean all over gameplay =)
