What are they for and how do you use them?

I understand that you can redeem them with a priest of Balthazar, but how? Where are these preists and how can you redeem the points?

Also, what can you redeem them for?

You get them for PvP fights, there are priests normally in the meeting areas and they are used to unlock skills for your PvP character.
