If the outpost is heavy in activity then there will be more districts. Areas like Lion's Arch will typically have a lot of districts, the same with Temple of the Ages when your region has the favor.

Assuming ur living in the USA, its prolly about 6 am right now?(im living in erope..) so my guess is, it aint very busy atm cuz not everyone has a day off and has to go to school/work etc, And i never experienced many people in the last ''hell'' missions..
There simply aint enough popularity to fill up more than 2 districts.. |

What is your home, it should be American judging by your profile. If not change it to be. For the end game missions there are not a lot of players so 1-2 districts sounds normal, at least from what I've seen.

they never were, It always depended on the ammount of people there.
if there were 3 full districts, a fourth would be added automatically. you could never have 4 empty districts cos if one emptied and the others weren't full, it would disappear. I've just come back from a 3month break too mate (can't play at uni) |

Maybe everyone else downloaded the updates, and you had GW running prior to the patch? I noticed that if a new update is released, and I continue to play without restarting GW, I cannot see other people who have restarted. I went to meet a guildie one time after an update. We were in the same city & district, but we could not see each other.

Each district holds a maximum of 100 players. If there are more than 100 players then a second district is automatically created. Actually I think they start a new one when the district hits ~90 to allow for people switching back and forth between districts. It's always been this way.
