I assume you are asking about the ones in the desert. Step up on the pad, turn around and watch the sequence of the switches lighting. Then go activate (touch) each one in the same order. Step back up on pad and ....... zapp ...... teleported!

Teleporters mystify a lot of us when we first encounter them. There ought to be a teleporter quest out of Amnoon probably.

I remember when I first came out of the Amnoon Oasis and couldn't find a way out of that area. I looked for an hour and then got a runner to get me over there, and then I figured it out.
