What the hell does this mean? I guess its some kind of insult right? But i keep hearing it and seeing it and i don't have a clue!!?? If someone could just clarify for me thanks

It's the site censor. Every time you post a word that the site doesn't like, it replaces each letter with RED ENGINE GO. You can see it used profusely in the off-topic forum.
