I'm a level 19 ranger and cannot find or buy any traps. Any ideas?

well i seem to remember you can buy traps at amnoon oasis, and you get barbed trap as a reward for a quest in maguuma jungle (price of steel i think). you can also get dust and flame trap as quest awards in the desert. healing spring can be bought in ascalon settlement (i think) and can also be gotten for a quest.

And an amazing elite one, Spike Trap, is captured in Ring of Fire, from an Ettin boss named Vulg Painbrain. He always spawns pretty much in the same location, just a short way north from the first Ether Seal you encounter. It's tough to take off Barrage, but this trap rocks.
