1: Is it legal to buy/sell an account for gw gold i.e: platinum? (have used the search tool but can't find any post regarding this matter).

P.S: I not selling accounts ppl just a question.

GWUE: "You may not sell or auction any Guild Wars accounts, characters, items, coin or copyrighted material, nor may you assist others in doing so."

2: Does that include exchanging an account for gw gold?

It's against the EULA, and don't try it on these forums.

Yes, and the whole "selling of accounts" is in our guidelines, but people don't read them anyway. So I try to reinforce it whenever I post.
