Then what's the point of having a vamp hilt? To get 15hp per minute... That's a waste of a hilt, I'd rather use mending or another enchantment and get that full 135hp per min

Point of a vamp hilt isn't to gain health (because 99% of the time you lose an amount of health even in battle), The point is to add 3 dmg to every attack you make, which adds up over time.
